Yes, these DRLs are not related to the headlights at all.
What you do need is foglights - at least according to the instructions - but no-one yet knows if the install would work on a car that didn't have foglights (and so wouldn't have the new foglights wired in).

Way Motorworks has them listed now also. I am moving from Mini hell in Mississippi (not single dealer in the state) to Athens, GA so I will only be -40mins from Way's shop. Once I get the house sold in MS I will be setting up an appointment with Way. My spousal unit has a rule against new toys anytime we are are carrying two mortgages.

I do have the fogs on the MINI right now. It's a 2013 (2014) R59 so I can only assume those are just the same on most models...

Other than that, all the other connections are plug n play.
Here's my .02 on this installation:
It's an install you want to take your time with. I took about five hours but could do it now in three hours with no issues.
The DRL fixtures are a bit heavy and have delicate wiring exposed on the back so handle with CARE.
You will need to remove the headlights for clear access to the areas you're working.
Also you will be jacking up the front of the MINI, removing the front tires and partially removing the fender well liner. Properly jack your MINIs to safely work under it. This ensures you will enjoy the new DRLs while motoring instead of while pinned under your MINI gasping your last breaths.
You will also have to remove the wiper arms and cowlings under those to properly pass the control wire into the passenger compartment.
The passenger side fixture is very easy to swap. Just make sure you keep the front of the fixture protected during installation. The driver's side fixture is a bit tricker.
I loosened and partially slid out the washer fluid bottle to squeeze the fixture in place behind it. This keeps your from removing the bumper.
DO WRAP the fixture in a soft cloth while doing this so there are no dings or scratches once installed.
Also you can tap the power lead for the 12VDC port on the center console vise going into the wiring harness connector to tap the correct wire.
The control module is only looking for a 12 volt signal to activate the DRLs. Actual power to run the DRL fixtures is provided directly from the fuse box terminal under the bonnet.
Passing the control wire into the passenger compartment is easy if you remember that a metal wire coat hanger is your best tool for this. Once everything is disassembled it takes about 30 seconds to feed the wire into the passenger compartment.

The adjustment screw is at the top of the housing and takes a 5.5mm hex. Simply find a large open level area at night and adjust them so the reach out a bit shorter than the headlights. Remember they're used to illuminate the road below the fog.

My set will be delivered tomorrow. The Mini should be here within a few weeks. Does anyone know FOR sure that the '14 Mini's don't come with theses already installed?

Actually that would be a huge bonus if yours came with them already installed.
Mine came with standard front fog lights and they are not the DRL type. If you go in the front fog lamp option of the configurator under performance they look like the standard fog lights. Now I'm wondering if it is different when you get the xenon...
OR I would not be surprised if it had to do with what can be called fog lights in US light regulation.
Outside of the DRL, does someone know if the fog lighting output is equivalent on both?

I don't have a way to measure the light output, but the LED fogs definitely appear to be much brighter than the standard 5W bulb. It was suggested that these weren't given a US release due to variations in laws from state to state in the US.
Yes I can see that. After all they like to keep things simple and not to have to custom cars based on state laws differing.
Also I'm guessing the DLR LEDs might be brighter at least in perception.
I was actually curious if there was a difference on the fog part itself. Is that a LED bulb as well? usually typical lower cost led don't have the Lumen output to replace a halogen low beam or fog bulb output.

Sorry I was referencing the wrong bulb. The DRL ring is definitely much brighter than the 5W bulb and the LED Fog light seems brighter than the old 35W fog bulb. I'm not sure if it is the way the light is projected or the fact that the standard fixture had the flat top that probably directed the light down more. It looks like the LED(s) are on the back on the crossbeam with the MINI logo so the light projected forward is a very white circle of light.
