I've got an '04 that I'm fixing tons of problems on. I figure I'd clean the PS pump and replace the caps and mosfets to bring it up to 100% functional condition.
The problem is the original clamps had been replaced. I called two mini dealerships and they ran the VIN. They said the car had no "recalls" open. They could not answer whether that meant the car had been taken in for work or they had simply expired so weren't open/active.
Will expired recalls show up in the system for a vehicle that has not been fixed? I figure they would show up as an owner may want to pay out of pocket to get them fixed.

I can't directly answer your question but can tell you that last September I had the PS pump recall performed on a 2003 MCS I 'd bought the previous month. So as of about 9 months ago, they were still performing the repair under the recall.
How'd you go about doing it, just asked them to run the VIN, or had to take it in? If VIN check means nothing comes up on mine, maybe previous owner took care of it.
I believe the deadline was for original owners to recoup costs associated with all of the PS pumps that they had had replaced over the years. I remember getting that card from MINI, but I lost it, and lost out on all of the PS work I had done at the dealer over the years. I do not believe that a dealer recall ever expires. Bought my pre-facelift '04 R53 brand new.
Over the years - Up until 2013 - The dealer kept sending me PS and fan recall notices, (3 times), even after the lease/warranty, (paid off the car.), was up.
Although I never had a problem with the PS, I took advantage of each recall notice and had the dealer replace the PS 3 or 4 times - no questions asked no hassle.
I haven't received another notice since I moved to a different state since 2014 / '15.
I hope you have the same positive outcome as @dmath's experience.

Wow, I've bought several cars for less than the cost of the PS pumps MINI put in @Here2Go 's car. @mini_me123 is it possible that the pump was already replaced under warranty?

Quite honestly; The PS recall notices from Mini/dealer was just a ploy to get me in there to rack up a bill for unnecessary repairs/service. Seeing as I only put 2,500mi/yr on the Mini - I didn't fall for their gimmick - but I can tell you, they actually did replace the PS & fan each and every time!
I have an '04 that I purchased in 2015 and about 2 years later had the recall done. Glad that it didn't cost anything because back then it was over $600 and of course gave me a list of other 'Issues' to address. One being the Low Speed fan issue which I fixed with the Mouser Resistor mounted to the Engine Bay Support/Splice Fix. Has worked flawlessly ever since.

I scheduled the recall on my '03 S last year and the dealership changed the pump and PS fan with no charge at all. I'm the original owner and had several notices over the years but didn't act until 2021. Maybe it depends on the dealer and how much they can get from MINI to do the job.
It definitely does vary by dealer. My recollection is that the PS recall applied to 2002-2004 models for 13 years or 130,000 miles, but it changed a couple of times. Some dealers included the hoses, mine didn't & charged me $450 for my 'free' recall. The original pump lasted from 2002-2015; the new pump had a 2-year warranty & is now failing. A replacement now will be about 25% of the car's value.

They checked my pump for the updated part number, no replacement because i had the updated part. What they did do a while back is give me a refund on the pump i paid for.

I was just going back through my records; collected/ confirming that the dealer honored/replaced each of the 4/ PS recalls I received:
November 2004, May 2005, December 2013, July 2016.
I'm hoping the best for other fellow 1stGen owners.
