I just picked up a 2017 Countryman All4 S today. Fantastic fun so far, but I’m worried about the under seat speakers. I have a Harmon Kardon system but it doesn’t feel or sound like they’re producing anything at all. Do they serve as subwoofers? Because if so they have nothing going on for me right now.
The h/k system is pretty good for the overall cost. You should definitely hear/feel some good bass coming from the underseat woofers. I know this sounds like a dumb question, but did you turn the bass up at all? In my F57, I only have the bass turned up 2 notches and it's more than plenty of bass in the car, even with the top down (though of course I need to turn the volume up with the top down).
play something with a decent bass line, then put your had on the grill underneath the seat. They are subs, but crossover makes a big difference. I have the HK subs under my seat and after adding a better crossover things got better.
I put the bass all the way up and definitely tried some bass tracks - didn’t feel anything with my hands against the grill. In fact, to get any decent bass in the mid speakers, I have to adjust the bass nearly all the way up. Strange because it seems all the other speakers work fine. I also noticed I have to turn the overall volume nearly halfway up for the music to be at a decent level. I can't hear barely anything when it's at 25% or lower volume.

The underseat speakers are designed to add bass, though they are not true sub-woofers capable of serious thump.
There are aftermarket solutions, including additional amplification and better third-party speakers. Due to limited space under the front seats, if you want a lot of bass, mods and relocation of subs may be your solution.
But FIRST, you gotta determine if what you now have is working properly. You should be able to hear/feel something coming from those OEM HK speakers.

I pulled off the under seat grills and placed my hand on the speaker itself. Nothing at all. Definitely not getting anything from them.

If still under warranty, have the dealer take a look.
Something’s not right. No, they’re not subwoofers, but they are woofers and throw a decent amount of bass. I rarely turn the volume up past about 25% (maybe 50% if the top is down and I’m really jamming) and the bass coming from the woofers can easily be felt and I only have the bass turned up 2 notches from center.
here is a diagram that should help you troubleshoot things further. HK is a three way system so crossover is done on the amp. Check to make sure woofers ( sorry apparently people are using the literal definition of subwoofer producing frequencies below 30 hz) are plugged in. If they are could be a problem with the amp. There are a couple of other things going on in between but nothing that should stop the signal completely to both.
