I have done a bunch of brakes and upgrades ... from mild to wild.
If you want an above quality . (not racing or special needs) the EBC green pads with their grooved and dimpled rotors are really hard to beat.
I love supporting vendors and even non vendors who have "brick and mortar" shops ...
that said ebay is an amazing resource .

+1 or Akebono pads and Zimmermann rotors (we haven't had any complaints)...

just put akebonos on my stock rotors last week, next to NO dust, and just fine! This is the 3rd set of pads on the rotors too. (1st 2 were mant plan replacements) Might me pushing my luck with the rotors, but my mechanic said they looked ok, will keep a good eye on them, but they feel fine so far.

We've had the best luck with the EBC pads and our WMW rotors. Great combo and easy on the pocket.
The Zimmerman rotors are good rotors too, just cost more for no gain.
And The Akebono pads are not bad, but I haven't found them to be as reliable as the EBC.
Either combo will work or you can mix and match and that will work too.

IMHO...
That ebay link is for parts PROBABLY made in China. I would stay away from using brake parts of unknown manufacture from a seller of unknown support. You don't need drilled and slotted rotors.
Here's an example of Pelican Parts 4-wheel budget kit: Good stuff at a fair price.
Do you really need all 4 wheels done? Pretty rare for the rears to wear out as fast as the fronts (X2 - X4 longevity usually for the rears over the fronts).
Don't rule out your local autoparts store (no shipping charges saves big $$). Both O'Reilly and Autozone sell pads and rotors of OEM quality for MINIs... just be sure you get everything you need.
Losts of good vendors here on NAM. Shop around.

Sounds to me like OEM quality is all you need.
OEM quality set of front pads and rotors can be yours for +/- $135 at AutoZone (and similar). You can get better quality stuff from aftermarket MINI vendors, but you'll pay more.
Just my opinion.
If it was my car, I'd be looking at an upgrade on the pads, but my driving might be more aggressive than yours.

We certainly do (34-11-6-858-651-M359 for your '07 justa); we were out of stock on the fronts for a bit

EBC greens are great pads if you want low dust and keep your wheels clean.
Plain solid rotors will do you just fine.
