But honestly, a car that corners well feels faster than a car that is straight line fast. Not to say that straight line fast isn't fun either, but in the case of the MINI handling trumps power in my opinion.
You'll be $2500+ in the above mods, not including tuning time, a wideband O2 sensor, dyno time, etc.
None of that is bolt on, aside from the intercooler. Everything else will require tuning modifications to either take advantage of the part, or for the car to run properly.

Forget the injectors and I/C as power increaseing items, those are actually support items to go along with power increasing items. (Except the I/C in track situations).
But, it wouldn't hurt to upgrade to the later JCW 380cc injectors once you change your cam or header. (Your JCW package still uses the 330cc injectors)
Cam - Either a Cam or Adjusted Cam Gear (or both) Erik give you an increase in HP & Torque but will require a custom tune (which is something you want anyway, even on a stock setup, a custom tune will add power and efficiency)
Exhaust - Stick with the stock exhaust since it's a JCW but look into a header over the stock manifold.
Pulley - While a 15% or 17% pulley will be an improvement over the JCW 13%, be forewarned, JCW pulleys ate notorious for being VERY difficult to remove, and many have needed to be cut off, so if you decide to do this, be prepared. But..... depending on the age of your HB (Harmonic Balancer) a good and much easier alternative would be to replace the balancer with a +2% as an alternative. (Honestly, I personally normally doing recommend a +2 balancer, but as an alternative to the PITA a JCW pulley removal can be, I make an exception)

Do you want to sound faster or do you want to be faster? That is the question. I can all but guarantee that your car as is, is faster than you are. I assume that because you make no mention of being a paid race car driver. My advise, spend $500-600 on a HPDE and modify yourself. That's the best place to put money to go fast. The first time around the track, you will realize that you can not utilize all the performance your car currently has. Adding more power to it first will just increase the gap. My track car is only 250 hp but I pass many 350-500 hp cars, cars I have no business passing, because I have modified myself. I still have a long ways to go but my car gets faster and faster every time on track because I get faster and faster. I get humbled often when an instructor with a much more inferior car goes blasting by me. HPDE's are the most fun that you will ever legally have and the mods you do for yourself go with you to every car you ever will drive.

OP, Wertles is spot on. The MINI's strength is in conquering the corners and subduing the chicanes. Horse power is fun but handling (and learning how to handle the curves) is the key to getting the most from a MINI. The best bang for that is a heavier rear sway bar and performance struts hands down.
At some point, the physics of air flow and body shape will call for greater and greater HP for a very slight increase in speed.

If the car is a stock 03 JCW, then it should have the 330's injectors, if you're not the original owner, you won't know for sure without looking at them. (330's should be brown, 380's should be blue)
Exhaust, the Borla will be louder and drone more as mentioned above, but will most likely give you no performance improvement over the JCW, it is a very good flowing and performing exhaust for our cars, I'd put the money into a header instead, you will get a power gain from it and it really is a MUST if you want to do a Cam or ACG.
Cam's, my choice would be either the CAT or RMW street cam, for what you have. But I really think the ACG from Thmpr is a better bang-4-buck option with your setup.
Either of those Cams will give you HP & TQ improvements in the upper RPM ranges, but the ACG will give you the increases at a lower RPM point to begin with. And it can be adapted later if you decide to add a Cam or Cam and BVH combo.

If you're changing the pulley, then 17% would be the way to go (no sense in going from JCW to 15%) and as mentioned, find the correct puller for the JCW pulley size to minimize the chances of problems.
If the car is a stock 03 JCW, then it should have the 330's injectors, if you're not the original owner, you won't know for sure without looking at them. (330's should be brown, 380's should be blue)

Oh ok first thanks for the advice and sorry for asking so many question but what headers would you recommend for the headers and on the cam is it a big difference on the performance and pricing

The only real difference you'll find well be in the design, you'll basically find two different designs, ones that mimic the OEM setup and use a flex basket to combat movement and ones that don't, but use an exhaust donut and spring flange at the connection to the CAT to compensate for the movement, they both work just fine. The only difference is maintenance, the flex basket will eventually wear out and you'll have to cut it off and have a new one welded on (but this usually takes a couple of years). Where the spring flange design will develop leaks at the donut and the donut will have to be replaced (once a year or so) so it just depends on which you'd rather do, pull the header and replace the basket every 3 years or so, or replace just the donut every year or so.
As far as where and who's, just do a Google search, many will pop up. I personally like OBX and the donut design, I'd just rather crawl under the car to replace a donut every year, than pull the entire header every three, but that's just me.
-- On a side note, changing from the stock upper motor mount, to something more solid, will lengthen the life of either if those connections.
Cam - just make sure you get the street version for your mods, RMW & Way sell theirs on they're websites, CAT's can be had through 1320 in Britain or through VAC Motorsports and other places, again just do a search, either of those 3 cams are well tested.
