I suspect there is some other reason for engine failure. But, its not the 19% pulley, or the pulley alone that caused the failure.

I agree with BluMiniMe. There are many people running 19% without failure. Do you have any specific instances where people have had failure do to the 19% combination?

Yes it's been done. Yes they get more power (>boost:>torque)
One reason for the JCW route is factory warranty and refined engineering package. If you change the pulley, you change the parameters, and risk your warranty. But if greater torque outweighs those issues, have at it!
