The front and rear windshield washer fluid does not come out. There is NO sound at the motor (which is inside the front passenger fender). No sound at all (so not a simple unclogging). The fluid reserve is full as I filled it.
I have researched and researched to see if this could be a fuse first. The Mini Fuse diagram (the piece of white paper in the fuse box in the glove box) indicates that the fuse is #31 (or F31). I say it "indicates" (it is a picture only) as fuse no 31 has a small picture of what looks to be "windshield wiper fluid spraying." But the slot #31 in the fuse box does not have a fuse in it at all. The back of the fuse box diagram piece of paper says the fuse "amperage" is 50, which seems very large for a tiny little fluid pump. But again, that fuse #31 slot has nothing in it (no fuse). Further, when I look at the used fuse panels on Ebay that contain all the fuses in the fuse panel, those panels on Ebay also have nothing in slot #31. So maybe slot 31 and the picture on the diagram has nothing to do with the Washer Fluid Pump???
Maybe some one will tell me that there is no fuse in between the wiper stalk to the pump? If that is true, then I assume I simply have to replace the fluid pump. If this is the case, does anyone have experience with the aftermarket pump on Amazon or Advance Auto or Parts Geek. They all seem similar, but it is only $25 on Amazon. The dealership told me $89.

Welp, over 100 Views and no replies.
After seeing something in my searches, I am starting to wonder if slot F31 in the fuse panel is for European Heated Windshields and N/A in the U.S.? (since the fuse diagram also shows what looks to be a heat symbol in additional to the washer fluid symbol).
Can someone with an F56 look under their passenger side dash and tell me if there is no fuse in slot 31? Or if you have a fuse in slot 31? (gonna need a flash light under there; or iPhone light) I have no fuse in slot 30, 31 and 33. I have a 40 amp in slot 32. The diagram / piece of paper is in the fuse box, which is through the door at the back of the glove box.
To those of you that think I am talking to myself (which is what I am doing), I prefer to think of it as if I am talking to the future person that has this same problem.
So, I never could find if there is a fuse related to the Windshield Washer Pump. One dealership said slot 31 is probably for "heated headlight washers," based on the pictogram on the fuse diagram.
Anyway, I simply bought a pump for $21 off Amazon and I installed it, and now everything works! So, the pump was clearly bad.
In doing the job, I was unsuccessful getting the full fender liner off, but I was able to remove enough screws, etc, from the liner to enable me to barely get in there and replace the pump. If you know how to remove some of those plastic "pins" then the whole liner should come out easily and you will have a lot more room and visibility.
As a side note, I drained all the washer fluid (have to since you are removing the pump) and there was a lot of garbage in the fluid (i.e., dirt). So no wonder these systems are always getting clogged up (although my problem was simply a dead pump).

If it ever clogs such that it does not work again, I know how to get to it now, but just need to learn how to get those little plastic black button pins out of the bottom front of the liner. Then I will have full access.

Did you try using a trim removal tool to pull the pins out of the liner?
Did not have a trim removal tool. I saw the one used on R56's in videos. Looks like a V on the end of a screwdriver, and stops the washer from spinning as you unscrew the plastic screw. But I had simple plastic pins. Not the same as that. I'm sure there is a tool specifically by Mini for this, but did not have it and have not seen it Video searches.
The black plastic pins are probably $1 each. They look almost disposable/cheap. So I considered just yanking them out and then replacing, but ended up trying to minimize damage and worked around it.
After 30 years of working on cars, I have all sorts of tools, including specialized Porsche tools, but don't have a Trim Remover for this particular pin. Thanks
