i got these with tires for 350$ granted they have light curb rash but tires are all 80% tread left

Not bad..but not knowing too many details, size, type tires, brands ect..I will just comment on the $, you would be lucky to find just tires for that price. So if you were able just bolt 'em on and go I think is well worth the $. At least the are no extra "universal" lug holes!

Looks OK not bad
The rims are fine for gravity cast alloy in 17x7 most likely, lighter than stock 17" wheels. Color looks OK, a few blemishes.
The tires are Toyo Proxes 4 which are Ultra High Performance All Season tires that are now discontinued and replaced by the Toyo Proxes 4 Plus. These tires are about $86 each discounted new.
The tire size is 205/40-17 which is non standard for the MINI, usually for that wheel it should be 205/45-17.
The 205/40-17 is still usable but has a smaller tire diameter of 23.5" or about 1" lower from the ground to the top edge of the tire- even smaller if the tread is worn down a bit. It's likely W speed rated so about 50,000 miles at best- depends on how you drive.
When you replace these tires try 205/45-17.

Those Heidfeld's are circa 1999ish. So it feels a bit wierd to call them "oldschool" yet. But they are definitely very unique and classy wheels in a style that fits the Mini well. You might just be the only Mini in the world with those wheels. 
They look great from afar and I'd say you got them for a great price too!
If you do decide to refinish them, I would restore them to the original factory Hyper Black.

^^^ The color your wheels are right now is the 5zigen "Hyper Black". It's a black basecoat with a silver pearl on top. It's very similar to the original e39 BMW M5 wheels or the 2006 US Mitsu Evo IX SE BBS wheels. The paint process is very hard to duplicate and it can be hard to find shops (especially in the US) that will do it due to environmental regulations.
