For instructions see-

Some things to do:
4. CLEANING HINTS
Use only K&N air filter cleaner.
NO gasoline cleaning.
NO steam cleaning.
NO caustic cleaning solution.
NO strong detergents.
NO high pressure car wash.
NO parts cleaning solvents.
Any of these NO's can cause harm to the gauze filter media, plus shrink and harden the rubber end caps.
6. DRYING HINTS
Always dry naturally. After
rinsing, shake off all excess
water and let the element
dry naturally.
DO NOT use compressed air.
DO NOT use open flame.
DO NOT use heat dryers.
Excess heat will shrink the
cotton filter media. Compressed air will blow holes in the element.
9. OILING HINTS
Never use a K&N air filter
without oiling. (The filter will
not stop the dirt without the oil.)
Use only K&N formulated air
filter oil. K&N air filter oil is a
compound of mineral oil blended with special polymers to form a very efficient tack barrier. Red dye is added to show just where you have applied the oil. Eventually the red color will fade but the oil will remain and filter the air.
Use a K&N filter cleaning kit for K&N panel filters or intake filters

If you have a Uni (foam) filter or an Alta filter you can use this kit-

I once saw a demonstration comparing a stock filter to a K&N filter using this machine that showed how much air each filter allows to pass. The machine looked something like one of those lottery ball machines that blows a ball up a tube.
The stock filter couldn't move the "ping pong" ball up the tube while the K&N filter pushed the ball all the way to the top easily.
Not very scientific and no empirical data, but seeing is believing.

Some years ago, did a dyno test on 99 V-6 Accord. The K&N gave 4 additional whp but, that was on a V-6, automatic rated at 200 at the crank.
Just SWAG but, since the Mini has less driveline loss, probably 2-3 whp on a Mini-S. Not bad for under $60.00.

Dong some maintenace work this weekend on the MCS, and one of the many things was the cleaning and re-oiling of my Rogue filter element (K&N). The dang can ran dry about 3/4 th way to what I would have wanted for ideal coverage. While I would certainly be fine to drive it for a day like this until I got a new kit, is there a "substitute" oil that can be used? Just curious...
