I've been having a front end whine that gets louder with speed. It doesn't get louder with revs, and i've turned off the engine while going 20mph and the noise was still there..

Car has worn out FCABs but not that bad. My dad checked the wheel bearings by doing the 9-3 and 12-6 thing and it seemed okay.

What else could make this noise other than wheel bearings? and what better way to check it?

Might be tires but the 9-3, 12-6 test isn't fool proof.
One of my rear bearing went bad but was still tight as a drum with zero perceivable play. When I spun it by hand it felt like there was sand in place of the grease inside.

 

Rock stuck under a brake pad or in the dust shield....even a CV joint that is trashed....they have bearings....

Motor mounts are not a rotating sound....and be a thunk.....
Would go away as you put it in neutral when rolling...and thunk when you put in in/out of gear....
Look at the brake pads? Stuck caliper or maybe the bonding on acpad failed and a chunk is grinding away?
Does the sound govaway when you brake?
Get worse as you turn?
Still hear it if you go into neutral with the car rolling?
Gets worse as you speed up...matches ROAD SPEED? OR MATCHES ENGINE RPM.
Hear it rolling the car in neutral in a driveway out if gear? All are clues....
