I have a 2010 R55 non-S, Canadian model with daytime running lights. The thing is all my exterior lights are always on: headlamps, taillamps, side markers. If I turn the headlight switch on, it just turns the dash lights on and allows me to use the fog lights. On my drives, other Minis don't seem to have all their lights on, all the time. Is my car normal??
You can actually turn the DRL’s off by going thru the head unit(radio) by going into settings. You just need to be in park to go into settings otherwise you can’t go into settings while your car is in motion.
If you dig into the coding options, either through BimmerCode, or Carly, or some other methods, you can code whichever lights you want for DRL. I previously had my upper fog lights coded for DRL. At another time, I coded just the fog lights. At another time, I coded the fog lights and front turn signals to run as DRLs. Sounds like the OP has ALL his lights turned on for DRL. Depending on the relationship you have with your local dealer, they might even do the coding for you.

Get bimmer code and you can turn off the headlights and have the park lights on as DRL. In Canada we don't have the luxury to manually turn off or set the DRL via dash so only way is to get it coded. On my canadian R56 I have the park lights, fender lights as DRLs then changed the fender lights to those strip LED lights and it is bright as hell. Don't bother asking the mini dealership to code it for you as they won't do it so get a OBD 2 compatible scanner and bimmer code and it will be the best $200 you will spend.
I have one of those bluetooth code readers. So I bought bimmercode ($60 CAD, ouch!). It worked! Now I've got just my high beams on at diminished power as my DRLs. Super easy to do. It seems like you can also just use the fog light as well, I might prefer that. Will give it a try.

If I remember correctly, in the coding software they call those 'upper fog lights', or something like that, and the regular fog lights are called 'lower fog lights'
Do you have xenons? If you don't I would shut off the headlights completely then use the park lights (lights above the foglights) as the DRLs. If you are concerned about safety leave the side markers lit as well. That is how I setup mine as the mini is such a small car then I replaced the side markers into full LED strips.
