Is the ring around the lighter suppose to be lit?

Just wanted to ask my fellow clubman owners if the ring around the lighter socket is suppose to illuminate when your lights are on.

Unfortunately it is only decoration and does not light up. Although i believe someone changed it our for one that does light up when the lights are on.
