What is the purpose of those things on the front bumper?

 

A white-wall tired, fake Woody MINI? Oh, the humanity....

As for the bull bars, Moss used to carry them, but I'm not sure if anyone currently does.

i have to agree here. it may be gawdy but lay off the guy. at lest his mini's unique, and don't forget about that horrid low rider gold thing that was posted a while back... WAY WAY worse than this guy here.
also, i don't see the point of the bull bars but i secretly kind of like them. if i recall corectly they were in the moss motors catalog and way overpriced... somewhere around $500.
