It gives an estimated time (for a dealer) as 1.5 hours. In other forums, the installation is described as straightforward except for a wire that is routed to the footwell module in the cabin.

I have some of these on order in the UK and have been searching for information high and low. There is lots of chat on the UK and German forums.
Here's what I understand.
The lights are bright and look like a small single BMW Angel Eye.
The lights are connected to a small supplied control box and there are 2 additional wires, one for ground and one for a live ignition switched fee and Mini suggest off the back of the passenger foolwell module. There are English instructions included but they are the usual IMHO bad instructions. However, if you have ever installed something like a radio of gauges in a car you will have no problem. It is not difficult but you need to understand wiring to do it.
There is some confusion at the moment because the instructions appear to be a mix of left and right hand drive models. This should all become clear soon.
The DLR function must be disabled in the dashboard or NAV.
When the ignition is switched on, the full DRL light comes on and no other lights come on which is correct for UK DRL lights. Then when any lights (i.e. position 1, 2 or Auto) are switched on, the bottom 3/4 of the DRL light goes off leaving the top 1/4. The new LED foglight works just like the previous one.
No coding is needed and I think that the control box will handle the error checking. Once I have fitted mine, I will report back on this.
UK Mini dealers are advertising these fitted for £399 and that price also appears in the new Mini Acessories brochure available for download.

That's actually not bad. You have to remember that DHL clears these through US customs, and pays the duties (taxes) which costs money. The best way to save on this would be to get a group buy going which would cut down on the clearance and duties costs.
I ship speakers for Polk Audio over seas on a daily basis so I see these charges going into foreign countries all the time. Normally the cost drops if you can consolidate shipments.
Still, $500 for fog lights seems a little ridiculous. Wait for someone at Depo to make some for less than half the cost.

It might take me a few weeks to find the time to install these things, so that other guy will probably beat me to it. But I'll see if I can't take some how-to pictures for any difficult bits I encounter when I do get around to it.

I fitted my DRLs last weekend.
Plenty of issues to address and it took ages. The instructions are a joke so follow the guide at TotalMini posted above.
I defy any normal person without the garage resources of a Mini dealer to fit these in 1.5 hours.
Also the lights are sealed units so if they fail and you fit them yourself Mini may only give you a replacement light to fit yourself. All in all, the £399 fitted price is very good compared to the parts only price of about £275.
End result is very impressive. The DRL's are bright.
When the ignition is switched on, the DRL dims to a lower brightness and only the top quadrant remains lit. They don't fade on or off, just instant on or off.
