Good question. I couldn't find the icon or switch. I'll look again...just downloaded a manual. Whoops. When the car is back I'll try the 'rear' fog light switch if its there. Ooops.

Rear fog switch is in the toggle bank under the HVAC controls. It's next to the passenger window switch and is separate from the front fog switch. You should get a "yellow" icon on the speedo face when on. If you installed LED bulbs, expect then to randomly flicker every few seconds due to the bulb check circuit. I did the same LED mod but coded the bulb check "off" using the Carly app.
Car just got back. There's no switch on the panel for the rear fog lights. Just a blanked out area. It certainly has them. Her mechanic said the computer might have fogotten the car has them and will need to be programmed. Blanked out switch
I believe all 13 MCS's have the same lights in the rear bumper. It was an option to have them enabled with switch, symbols and icon illuminated on the speedo.
Just spoke to the mechanic. Without the optional switch as you have there's no programing that can be done. He said its a European thing and on US models the fog lights become a hard braking light.
Too bad. It gets foggy here and would've been nice to have them come on with the front fog light.

The mechanic is wrong! In fact, getting them to work as brake lights requires rewiring and not just reprogramming.
I also have a 2013 Cooper S and I got mine working just fine!

All you need to do is buy a replacement switch and put it into place. Then reprogram the car with NCS Expert and an OBD-II cable. There's a lot of great posts here detailing the whole process - which is how I found out and got mine working.

The wiring and even the bulbs were already in place!

I got a cheap cable like this one: https://www.ebay.com/itm/BMW-INPA-K-...pid=1263694158 which works just fine
The reprogramming part didn't take very long, it just involved changing code from "nicht_aktiv" to "aktiv" lol
To get the toggle panel out, I just wedged a flathead screwdriver under each corner and shimmied my way across...not exactly elegant, but it worked
