Better for what? Paper filters the best (captures the most dirt), which is why you never see oiled filters in a HEPA vacuum cleaner or shop vac. Even "bagless" vacuums use paper filters.

I was under the impression that they were paper because people would rather just replace them then clean and touch a dirty filter. For the record cigarrette filters are foam... I have no idea what that has to do with anything.
I have been told by some racing budies of mine that there is no substitute for a properly oiled foam filter. Not that it matters but I take their word for it. They also say the type of oil matters too... I have the link at home and ill post it when i get home from work.
Honestly thought... Imo there is no substitute for a properly cleaned/new filter weather it's paper or foam.
I'm pretty sure the lifespan of a F1 car's engine is measured in hours anyway so better performance is more important to them than better filtering. A HEPA filter must remove 99.97% of 0.3 µm particles to prevent the person vacuuming from having an acute asthma attack and also keeps dust from settling on the furniture so filtering is more important.
There have been other threads and some pretty in depth testing done between the different filter media. According to those findings, the foam lets a little more air through (not enough to see on a dyno) than gauze, but the gauze filters filter much more dirt than foam- as mentioned above, an F1 engines life expectancy is rated in hours, so they can trade off dirt for airflow. The OEM oiled paper filter traps a whole lot of dirt, but airflow suffers. I am partial to K&N , but the aFe filters look good too.
