IMHO, yes. Anything that reduces charge temps is a good thing... and water/meth does that. Water/meth can also prevent detonation, allowing the ECU to advance timing, making more power.
The only real benefit of tuning for water/meth is to account for the combustible fuel addition of the methanol - but really only an issue if you're spraying a high meth concentration and a lot of it... I spray only a little bit of low concentration, for cooling only.
Downside of tuning for meth is that then you're hooked - not safe to drive without meth if the car is tuned to expect it... you'd be running lean...

While this is for a first-gen MINI, most of the concepts apply regardless. For a 2nd gen MCS, you may get best results spraying with a 1gph nozzle pre-turbo and with a 1gph or 2gph nozzle post-IC.

To answer your question- I can think of a way to test it.
Go fill up with some nice unleaded race gas, like 100-105 octane, disconnect the battery and leave it for a while, hook it back up and drive the car. If it feels much faster than before, the ecu adapted to it and water meth will work great. Best way to test!

I've heard running 75/25 (water/meth) works great.

You don't need to disconnect the battery to test this. If you increase the octane of the fuel, or add the anti-knock property of water, the ECU will adapt right away. Just log the timing out of the OBD port running regular pump and whatever upgrade you go with. I haven't logged the GEN2, I hope to next week, but the GEN1 will increase timing all the way to the max programmed into the ECU if you get the injection and mix right no matter how hot outside( I've done it in 110 degree heat in CA). Otherwise, during heatsoak on the GEN1 you could be losing up to 10 degrees of timing, or more.

You can run the blue windshield water fluid too.
Water injection came from what is known as ADI in the aircraft industry. It was used on wwII error aircrafts that had radial engines. They would use it on take off when they went to full take off power.
ADI stands for Anti-Detonation Injection and now over the pass few years it has become popular for boosted cars. YOu can run straight water if you want, that will still cool off the charge air and reduce the chance of you detonating. The meth setup is fuel so you get a cooling plus an added fuel to raise your anti-knock value.
Remember, water will cool down cylinder heat temps and prevent detonation but it does not raise the anti knock value (octane) of your fuel.
