You might try rubbing alcohol or a product call Goo Gone. Try both on a small area first. Wouldn't want to cause any paint damage.
Hope this helps!

actually wd-40 is much less a lubricant than it is a solvent

the company history page
http://www.wd40.com/about-us/history/

In 1953, a fledgling company called Rocket Chemical Company and its staff of three set out to create a line of rust-prevention solvents and degreasers for use in the aerospace industry, in a small lab in San Diego, California.

It took them 40 attempts to get the water displacing formula worked out. But they must have been really good, because the original secret formula for WD-40®—which stands for Water Displacement perfected on the 40th try—is still in use today.

from FAQ

What does WD-40 do?

WD-40 fulfills five basic functions:
1. CLEANS: WD-40 gets under dirt, grime and grease to clean. It also dissolves adhesives, allowing easy removal of labels, tape and excess bonding material.
2. DISPLACES MOISTURE: Because WD-40 displaces moisture, it quickly dries out electrical systems to eliminate moisture-induced short circuits.
3. PENETRATES: WD-40 loosens rust-to-metal bonds and frees stuck, frozen or rusted metal parts.
4. LUBRICATES: WD-40's lubricating ingredients are widely dispersed and tenaciously held to all moving parts.
5. PROTECTS: WD-40 protects metal surfaces with corrosion-resistant ingredients to shield against moisture and other corrosive elements.

WD-40, with the aid of a plastic razor blade (I got a pack of 5 on eBay for like $1). I had leftover badge adhesive I just could NOT get off once, and this solved it. I let the WD-40 sit for a few minutes and then attacked with the plastic razor blade. Came right up.

The issue here is the fact the vinyl/plastic is not letting anything get through to the adhesive. Take a small piece of sandpaper, and sand the surface of the decal, you can mask it off with masking tape if your afraid of sanding the paint. Then once you have abraded the surface, soak a rag/cloth in any of the above mention products (DON"T USE ACETONE) and hold/tape it over the decal for 10-15 minutes, then use either a plastic razor blade, or credit card to work it off.

If all else fails, get a bumper sticker you like, and put it over it

I'm very surprised that heat didn't soften the glue, but if so that would suggest the glue is very old and sun baked making this suggestion a good one. Actually I was thinking along these lines as the same technique is used to apply wallpaper glue softener: ***** holes thru the paper then apply the softener. My problem was how to get the holes in there and not mess up the paint....I've a wallpaper tool that perferates well, but might hit the paint. This method is worth a shot.
