I think that the **** is the CHOKE.

It richens up the mixture (understatement) and allows you to start it when cold

the **** is definitely the choke cable.

the rest of your post is a little hard to follow, could you be a bit more descriptive?

When starting from cold (engine is cold, not necessarily the air temp), this is how things SHOULD work, at least they do with mine. Pull the choke out all the way and turn it to lock it out. Turn the ignition key to start the car, but you shouldn't need to put your foot on the gas. Once its started (normally immediately), it should idle at 1500 rpm or so. As it warms up, you can release the choke, maybe in several steps, until the choke is off (**** is in). At that point the engine should be idling at about 750-800 rpm. Then she should go, by giving it gas with the pedal. That's how it SHOULD work; can't tell from your email how you're applying gas

You may want to invest in ....

You may want to invest in the Heritage CD that has the owners manual and factory tech manuals. I picked one up and it is a great supplement to th Haynes. (I assume that like me, your owner's manual went bye bye a long time ago....)

For example it mentions that 'full choke' should only be needed under the coldest/extreme conditions, and the first 1/3 of the choke pull engages 'fast idle'. There's a story of one guy who on breaking his throttle cable was able to drive home using the fast idle feature.... Fast idle is the same as presssing the gas down a little so as noted you probably don't need to press additional throttle when starting....

So far as starting 'immediately', in my experience if the car has been driven in the last 2 ~ 3 days, yes it normally starts fast...real fast But if has been a week or more, I need to crank a bit to get fuel all the way back up to the carb. My mechanical pump doesn't seem to keep the system pressurized more than a couple of days. When outside temps are over about 85 - all I need is a little pull for fast idle and it kicks right over.... below that, seldom more than 1/2. (1275, HIF6, K&N, LCB) {To those who now say 'too rich' my plug conditions don't indicate that. I simply think that when the block is warm to the touch...it isn't "cold" as is implied in the owner's manual. But true, I have not had it connect to a gas ****'.}

The CD is pretty readily available from any Mini parts supplier like MiniMania or Triple-C

The gas pedal "wire" does not actually fasten to the pedal arm linkage. The other end of the cable should be attached to the carb, with a stout spring keeping the throttle closed/off/idle, and the pedal in its unpushed position. Get under the bonnet and trace the cable to the carb - it may be disconnected.
