I'm getting ready to order my winter tires, and I'm going to mount them on my same wheels and toss out my summer runflats, esp since one tire seems to have developed a slow leak.
I've seen people say you need new TPMS cause they don't reseal well and can leak if re-used.
My car is only 5months old, so are the TPMS ok to re-use again when I swap tires (same wheels) since they aren't that old?

The sensors are re-used indefently....the batteries are usually replaced, but yours are so new, no need. A set of new sensors is actually more $$ than new tires in many cases....i think you need a new source of onfo...
Just make sure after the tires are installed that you check the tire pressure religiously. The person that installed my tires accidentally put an extra washer on one of the sensors and I had to return to get it fixed. Thats the short version....in reality my sensor went off because the tire lost over half the pressure and I almost missed work because of that.

OEM TPMS sensors are a sealed devise, when they run out of batteries - replace your sensor. The sensors have a tiny tilt switch inside them, so they only transmit while you drive. Average life is 4-7 years.
I'd use the rebuild kits as long as your sensors are still working.
