Obd port not turning on the scanner

Obd port not turning on the scanner

So I’ve got a 2003 Mini Cooper S And I just replaced all four wheel speed sensors. Thinking it would fix my check engine light, dynamic stability light, and TPMS light. As all three of them only come on together. And they used to do it sporadically. But now they’re on all the time. And every time I hook a code reader up they never turn on. But when I check pin 16 it says that I’ve got battery volts. So I don’t know why none of the code readers I’ve tried have came on. Because I know they all work. All my fuses are good but I also noticed that my cigarette lighter has no power I know I’m missing something small but I just can’t figure out what it is

You should be getting battery voltage at pin #1 too.
Also double check that you continuity to ground at pins 4 and 5.
