Recently had an issue where the DS bonnet latch would not release. Cables were attached at the release lever in the footwell. I couldn't get it to "bump" loose with another person pulling the latch while I tried to assist.
I searched, and found a few threads that talked about removing the inner fender liner and releasing it. I couldn't find ANY pictures. So, here's my contribution for the next poor soul:
First, pull the lever inside the car to release the side thst is opening properly.
Next remove the wheel on the stuck side. Remove the plastic pins and 2 screws from the fender liner on the front half, and fold it back out of the way. The latch is hard to see. It's located on the side of the frame rail. Next item of note: the cable doesn't pull to the rear, it pushes forward. When you locate the latch, push toward the front of the car on the piece I'm pointing to. You should receive a satisfying "thunk" as your bonnet releases.
Once released, troubleshoot to identify the problem. My research indicated that most of the time, the cable had popped out of the retainer on the latch. That was the case with mine as well. Others before me suggested installing a zip tie, to keep the cable in the retainer.
If you haven't already done it, check your bonnet latches and add this zip tie! It wasn't urgent for me to open my hood, so I could wait til the weekend to fix this. You might not be so fortunate. 2 zip ties can save you a ton of annoyance.

While you are there, lubricate the mechanism. I just used some new motor oil 10w-30 (or whatever) on it and things are much smoother when pulling the lever inside the car and opening the hood.
