Help please with starting issue. R52 2006

I do pretty much all maintenance to this car myself. I thought i knew everything about my mini. I have owned two now. However I am having a starting issue and i am stumped!

I parked the car in garage no problems went to crank up next morning and everything powers up but it will not turn over whatsoever. I have OBDII scanner, took starter completely off and had it tested. Passed with flying colors. Voltage was reading low so i purchased a new battery. EP light reading on odometer. All marker lightd strobe instead of being constant. OBDII scanner gave me a bunch of codes before battery replacement. Everytime i try to start does not turn over and makes a small whining noise. Power is good with all accessories in run position but will not start. It's driving me crazy and pissing me off. All input is welcomed and appreciated.

The whining would make you think starter solenoid but you said you had it tested. Have you checked the immobilzer and the key switch?

How many miles are on the car?

Does the whining noise sound like its coming from up by the windscreen? Is it heard after you try to start the car? If so it sounds like the same symptoms I had when my ingnition switch went out. Everything worked, just the car would not turn over.

Is the immobilizer part of the key FOB itself or where is it located?

Whining is heard only when you kick key into start position . And yes everything works except turning it over. Thats what I'll check next then . Much appreciated.

The Immbolizer is a gray thing that is above the fuse box in the driver side well. If you have a second key did you try it?

UPDATE!!! Thank you all for your help and input! I worked through it and after several changes in opinion of what was actually wrong, with your advice, I figured out Wray was wrong and it was an easy fix! "LOOSE GROUND WIRE!!!" WOW, Was sure that something more disastrous was the culprit! That being said, I now have a new issue. Probably caused by my low voltage scenario, my (ABS) light and the TRACTION CONTROL light are now on? My brakes feel really spongy now and my car won't hardly stop? I'm pulling the codes "P1782 and P0700"! Can someone give me s clue what I can do to fix this on going drama. I need my car to work! I'm sure ya'll will have the experiences to lead me in the right direction again! I think we are going to get it back on the road again!!! Thank you all
