So the fuse is good (since the 3rd brake light works..) and the switch is also good.
The foot well module is on the drivers side, kick panel area, near your feet. Its under a plastic cover. Its not a simple swap, and its prone to getting wet which causes failures. Unhook the main battery, pull the module out, unplug everything and LOOK at the connections for signs of corrosion.

If you replace it it needs to be coded to your vin with a smart person doing the work. Its not a "play and swap" part.
Its near the hood release. Pullback the plastic panel and you'll see it.
One last thing, if you press the hazard lights do they work in the rear?

That's exactly how much my new footwell module cost with programing, didn't pay a dime since Mini dealer blamed on an alarm install CarMax installed for me! That's the first time ever a dealers BS ever paid off, there's no way to know for sure if an alarm caused the football module to go bad. My drivers side blinker never would turn off and stayed lit up solid even after locking the Mini. I had to unscrew it to keep my battery from completely draining until the football module was replaced.
