OBD no communication

OBD no communication

So I'm still having a problem with the OBD connector on my R53.

Symptoms follow:
1:PCM light does self-check on startup (turns off, turns back off a couple seconds later)
2: Engine runs perfect, no issues driving.
3: Several different scanners have been hooked to the OBD port. All power up, but none are receiving info from the PCM

I have to figure this out, because the area I live in performs emissions inspections, and they need to talk with the computer to make sure everything is good to go.

I have talked to two separate MINI Service Writers, and they both stated that it would be a "straight time" repair to track down and fix the problem- That can get expensive VERY QUICKLY.

Has anybody else run into this issue? If so, what was the fix!!!

Do you have a multimeter? Check the +12V on the diagnostic connector.
Next inspect pins 7 and 8 for damage.
Any signs of water ingress in the left or right footwell? Any electrical gremlins e.g. with the windows, dash illumination or blinkers?
