Pre 2005 mini coopers were wired so that the ps fan AND radiator fan shared a fuse...
the ps fan often got stuck (grit, sand, ice or even plastic bags...sometimes corroded bearings in the fan)...the stuck fan would blow the fuse...rendering the radiator fan inop.
mini changed the wiring in 2005...
Some cars were retro fitted by dealer...most were not.

Ac not cooling is most lily a seperate issue with the compressor if you find it does not cool when moving....with no rad fan, nearly 0 cooling is expected since the condensor has zero airflow...so once you get the rad fan working, see if itcools....then check the r134a (ac gas) levels, do not overfil think more is better). If it still does not work, likely the compressor died...was worked at very hard and hi psi when run without fan cooling the condensor i suspect...

update update
power steering fan is good; spins with a remote power supply
car warms to the correct temp and the lower speed side of the cooling fan comes on and cools down then turns off
however the power steering fan does not come on at the same time as the low speed side cooling fan
the AC compressor clutch will not engage when the AC is turned on

the problem is the ac compressor most likely...
the ps fan, etc all appear to work as intended...
clutch/compressor may be bad...most common cause of failed ac...
good to hear you got everything else working.

What trips the ps fan? I would think it should come on with low speed setting on the cooling fan. Ole Bentley wasn't much help.( appeared from the drawings that the ps fan would come on when the high speed circuit cut in)

Some folks are reading the PS failure threads and going OCD on it....
but as long as it works as intended, all is good. Adding a duct kit on the S can be a good idea IMO, since it will protect the fan from grit, and chunks of ice, but normal air moment should provide cooling....the fan is usually on HI when there is little or no movement of the car in hot temps...hense the PS fan is then turned on to push cooler air into the area to keep it cool. Simple.

It looks like I have the same symptoms as JPMM. I have a '03 R53 with 90,000 miles. My compressor doesn't engage, but low speed fan operates normally (cycles on, runs for about a minute, then cycles off) at operating temp. Power steering fan works only when rad fan is on high. I have about 80 psi resudual pressure on the 134a. There are no indications of freon leaks. I'll hotwire the compressor clutch tomorrow just to check that operation.
