Problem putting ecu back to stock

Good morning,
I have a 2012 Mini Countryman S 80k miles that has an RPM stage 2 on it. With a cat less down pipe, colder spark plugs, and atm Intercooler. I would like to get rid of the tune and put it back to stock but am having problems doing so. I sent it back to the tuner earlier and he told me that he set it to 15psi 1.1bar. I believe he did the work but the car is still boosting to between 19-21 lbs and cutting boost once it gets near there. Would this be a problem with my ecu or could it be a bad turbo or something? I would like to stop breaking
parts On the car is why I was putting it back to stock.
Any help is appreciated.

You could just clone the ECU. if the tuner has a copy of the eeprom, then you could buy a donor/used ecu with same part number and clone it. both will operate the engine.

Let me know if you need that service done.
