so im trying to get my cat-back exhaust put on and now one will touch my car here in virginia because you have to remove the second cat and its against the law to mess with it or some bs what should i do.

Why would you want to disable part of the emission control system? The catalytic converter converts some really nasty stuff into fairly benign emissions, and we all breathe easier because every car has a converter. It's your car, and your choice, but it's not someting I would consider.

most def is not rice and if it was after the flex pipe it is still after the CAT thus cat back. Does the alta have two cats on it or is it just in the down pipe? oh and i have a custom turbo back and the only thing holding it back it that one dumb cat that is not needed
My alta full turbo back has 2 cats, 1 in the Down pipe, one in the front section. then you have the catback which was installed first due to cost. Do you have pictures because I think there is confusion as to what exactly you have.

I'm unsure what Mini calls them, but on my 3rd gen RX7, the first cat (in the downpipe) is called the "pre-cat", it is followed by the "Cat". A cat-back begins after the second unit. I can see why no one wants to touch it, since it is a federal offense for a business to remove them from street cars. There is a loop-hole in the law though.
It states that (I'm paraphrasing here) if the car enters the shop with a cat installed, it must leave the shop with a Cat installed. the only exception is for a car being modified for "off-road use only". Do you see the loop-hole yet? No, it's not the "off-road use only" part.
Here's how I got around this a few years back. I drove to a parking lot across the street from the muffler shop, jacked up the car, removed the Cat, drove across the street to the shop with an open exhaust (left the old Cat in the parking lot), had them replace the "cut-up" pipe with a straight pipe from the exhaust header/manifold to the muffler. returned to the parking lot and picked up the old Cat (Please don't litter

and began enjoying my new "Cat-free" exhaust. Since the car did not have a cat installed when it arrived at the shop, they did not have to send it out with one. Emission testing is not done in Kentucky so I have no problem there, but your situation on emission testing may be different.
Ask the shop "if I bring in a car without a cat can you install this new system as is, or will you be required by law to add a cat to the system?"
I removed the Pre-Cat from the RX7 as a reliability mod but still have the Cat. Removing the pre-cat helps keep the engine compartment cooler by removing the 450 degree heat source from the engine compartment, and reduces back pressure too.

Nice "loop-hole". BTW, The definition of loud is a rotary engine without an exhaust!!! LOL
you're right, an open exhaust on a rotary will make your ears bleed, but I still have a Cat on the Beast to help control boost creep and spikes. either one will make the engine run lean, and a lean rotary is a broken rotary. I removed the Cat from my Cosworth Vega.
1) the Cosworth is a 1975, and Cats were not mandated till 1976.
2) the Twin Cam Cosworth engine, if properly tuned and maintained, will exceed the emission standards for 1975. Chevy just pit a Cat on it "just in case".
So, please don't think of me as a "pollution spewing hillbilly", I'm really not.

That all depends. The Milltek, Invidia and other aftermarket exhaust simply bolt-on to the stock downpipe. These all remove the second CAT and guess what????? You can still pass the emissions tests. Call me crazy, but it must not be that bad if you can still pass the tests. I have the Milltek without the 2nd cat and mine passed. If it didn't all you would have to do is bolt on the stock exhaust and you would be fine. These are also called cat-back exhausts because it is from the 1st cat-back (FYI).
