Dinosaur is right. I went to an exhaust shop (back when I was in high school) looking to get my cat removed during an exhaust install. They said they couldn't do it, BUT if it wasn't there to begin with... then they wouldn't "fix it." Again this was Kan-tucky. There aren't many laws here. It's pretty much the wild west.
you're right, an open exhaust on a rotary will make your ears bleed, but I still have a Cat on the Beast to help control boost creep and spikes. either one will make the engine run lean, and a lean rotary is a broken rotary.

That's why when they do blow up, you replace them with a Chevy LS-1 V8 and have the best of both worlds.
But back on topic, if you bought a cat back why does it need to be welded? Does it not have a flange to bolt up to the stock DP? You dont really need a lift to install an exaust, it can be done with hand tools. And you avoid all the comments from the enviroment police

It's because the owner did something stupid, like moding the car without understanding how a rotary works. I know of several LS6 engines that break way more than most rotarys. Done correctly, a rotary can produce 400+ RWHP dependably for years, from 1.3 liters. Done wrong, it will blow apex seals faster than a cheep hooker.

Some would say thats blaspheme, I say what ever floats yer boat. I love my Mini, the breaks are great, sport suspension feels wonderful, steering is razor sharp, just needs the power of a twin turbo 13B-REW. I enjoy autocrossing it, but not much beats the feel of stepping on a well built rotary, not even a torquey LSx.

Yeah, if the MINI had more power, it would pretty much be the ultimate motoring machine. Ah well... can't bump into the 1 series competition!
I haven't had a chance to drive a MINI yet but I'm certainly looking forward to it, however I don't think the low power is as big of a concern as it is the drivetrain (FWD FTL).
