The engine sound is part of the Mini feel, there was a recent thread where someone found a resonator to send engine noise to the cabin, so I can imagine why they didn't insulate the hood against sound.
Here is a 08 MCS hood... thermal blanket only in the area of turbo and bonnet scoop. With that said, the bonnet construction clearly shows that thermal blankets (aka "insulation") can be installed on either side of the existing middel thermal blanket... maybe is a Euro car option???
On the turbo-equipped "S" models, the insulation is a BMW engineers' inside joke (known as a "gotcha"), to make you think your hood scoop might not melt.
