R55 missing relay and fuses

missing relay and fuses
On my 2010 Clubman S I find the following missing in the engine compartment fuse box.
Relay 3 is empty and so are FL10 and FL7. Does anyone know if these should be filled or what they are for?
My low speed fan seems to have failed but the resistor checks OK with an Ohm meter at the connector. This all started after coming back from dealer service.
