Actually probably not missing anything. It depends on what the options are on the car as to what "tools" you get. There was a point at which the cars did not even come with a "Jack".

But as a minimum you should have the following:

1. Screwdriver handle
2. Torx bit blade insert for handle
3. Philips/Flat blade insert for handle
4. Lug Wrench
5. Jack with handle and crank

If you car came with wheel covers then you should also have a little wheel cover puller.

And if you have Run Flat tires you probably do not have a spare or the parts to hold it in.

From page 121 of the on-line '09 Clubman Owners manual (PDF):
(Note you can download this from the Owners Lounge in the MINIUSA site)

"In vehicles with the space-saver spare tire, the
tire change set with the onboard tool kit is
located beneath the floor mat or level load floor
in the cargo bay.

1 Folding chock and cover for defective wheel
2 Vehicle jack
3 Wheel stud wrench
4 Hub cover remover
5 Flat screwdriver/Phillips screwdriver
6 Torx insert bit for screwdriver
7 Towing eye

The onboard tool kit includes a pouch with a
plastic bag in which you can place the damaged
wheel."

Basically says the same thing in the 08 manual. But guess what the manual is printed for every model available. In some countries they have to put a spare in in other countries they do not.

It all come down to what the US spec is, not what the manual says.

I know of at least two (2) people that did not even get Jacks in the car. when asked at about it at the dealer they were told that "Jacks are not needed because of the run flat tires". When MINI USA Customer service was asked the same answer was given. MINI started putting jacks back in the cars about 5 weeks later due to the overwhelming complaints that they got for not having one in the car. Dealers were having to supply them after the fact when customer complained.

As for the other tools it depends on what options options the car came with as to exactly the tools that are supplied.

And BTW there are other tools available that are not listed in the manual that come standard in cars for other countries like Road Safety Kit and Warning Triangle.

EDIT: and I believe in Germany they are required to have a Medical Kit or something like that as well.
