No power to F5 fuse

My question is where does power to F5 fuse come from? I see the instrument cluster is in the F5 circuit, but the cluster appears to be fully operational.
F5 fuse is in the left side footwell fuse box. Any help will be greatly appreciated .

My R50 CVT Mini has the same issue, no power to footwell fuse F5 yet my instruments work fine. However, I have no communication to TCM/EGS module. And, my Body Control Module (BCM/ZKE) is full of errors yet board looks fine and everything it controls seems fine. One description for F5 reads "Instrument Cluster Control Unit, Diode Communication Line". Can we simply jumper power to F5?
