Flapping Sound Coming From Passenger Side Rear....

Getting what sounds like the inner fender flapping from the passenger side rear area of the car. I find it odd that its only happening when there is a passenger in the car. Car is an 05 S with currently 77k miles. Did look to have some rear suspension damage but upper and lower control arms were replaced. The strut and spring were replaced on the passenger side rear and the driver side rear as well. I did notice that the tire was very close to the rear part of the quarter panel (where a mud flap would normally go just to give an idea on location) on this side. The trailing arm may be bent and have a replacement for it, but was wondering if anyone had any ideas on why it only makes this noise with a passenger in the car but no matter how hard of cornering with only me in the car it has no issues whatsoever with noise or driveability. Its happened every single time there's a passenger in the car whether they weigh 100 lbs or 260 lbs. Like i said it sounds like inner fender flapping, (increases with wheel speed) but only ever happens with a passenger in the car. Im open for ideas to check. Going to go ahead and replace the trailing arm next weekend and get an alignment done and hope for the best.
