I have the same issue with my 05, but it didn't totally died it just went from loud to weak sound after a rainy day, I checked the fuse and it's fine however I did not check the relay or know what to tell if is bad.
I was getting ready to order a new horn until I saw that they have two kinds, low tone and loud tone. Do we have two horns or one? I saw a pix of a MINI with 2 horns so I'm not sure what to order. Thanks in advance for any imput and to the OP for posting.

Mine half died sometime over the weekend. We got rain, and I blew through a couple puddles, and now it sounds very anemic and wheezy.
Looks like I will need to find some $$$ to get the Hellas, since they don't appear to be able to collect water....
Too bad I can't get the little horn from The Mask, the one he pulls out of his pocket and blasts the honking car with. That thing rocked.... :D

One quick test is to use a test light/multimeter, disconnect the faulty horn and plug the test light/multimeter in the plug and on a good ground. Press the horn, if the test light comes on or you get voltage (whatever the battery voltage is), you know that everything from the fuse, steering and wiring is ok and that the horn is dead.
It will most likely be the horn. You can also test it on its own by jumping it directly to the battery, but if it start working, it might scares the living hell out of you :p

New horns courtesy of O'Reilly Auto Parts fit nicely, and don't have the snailshell design like the originals, but are a disk similar to the horn on an old air-cooled VW. There are separate low and high notes, and, as a bonus, instead of sounding like a Buick (my biggest gripes with the MINI were the Buick-y horn and the very approximate nature of the resume feature on the cruise control), it actually sounds like a European car's horn ought to. Ironically, the Buick-y horns are made in Italy, and the Euro-y horns are made in China....
