Would the dealer have this information if it wasn't a Mini dealership?

 

you can register on miniusa and if it was serviced at the dealer, or the previous owner (if any) used the site to log information you can see it in the owners lounge

Go to owners lounge
Go to "my Mini"
add mini
click "service log"

if there was any log of it being serviced at the dealer or the last owner updated the log, it would show..

 

I guess the question to the OP is this...

For what type of information/history are you looking?

Using your key or VIN any dealer can give you the warranty repair history, and the dealer performed maintenance history of the vehicle.

Carfax MAY be able to give you an accident repair history (assuming an insurance company was notified and that company participates in the reporting AND no VIN mistakes were made in the reporting).

But only the former owner can give you EVERYTHING especially if repairs or maintenance were done DIY or by an aftermarket repair shop.

 

Well hopefully he can, and if so why didn't he supply the receipts and a log with the car?

 

Cause the vast majority of the driving public probably doesn't keep this sort of thing... only us OCD types
