iOS 13 update issues
The update to 13.1.2 seems to have fixed the non-functioning CarPlay issue. Updated the phone, removed the phone from the car and the car from the phone, re-paired. Within a minute all was well again.
Had the CarPlay cutting out issue on our 60th Anniv MINI. Multiple unpair/re-pair and such in the car and reset settings on the iPhone (I have a new 11 Pro) would work for a little while on 13.1 and 13.1.1. Since 13.1.2 dropped, it's been fine. Still a bit of a static-y drop off of audio intermittently but at least CarPlay is working instead of just...well, not working...at all.
On my own 2019 F56, I've got the same issue as @Warren2185 ... I have the non-sat/nav 6.5" screen and using the iDrive controller will not allow me to change tracks. I can use it to scroll and select playlists/albums/artists/whatever but pressing down on iDrive to actually "Select" something doesn't work. Unpaired/re-paired in this MINI too, no change.
At this point as an IT person my opinion/best guess is that this is not on MINI/BMW. As I expect with every iOS update there's weirdness in iOS working in cars and this is an issue Apple will have to fix on their side...especially since when I was on the initial version of iOS 13, using the iDrive controller to select tracks still worked as expected.

i don’t think this is a bug, but is actually an intentional safety feature of the OS. Try it again when you’re completely stopped. I’ve had nearly the same issue and as I roll to a stop, the selections that are ghosted and un-selectable become selectable. Have to be completely stopped, and I suspect it may be tied to the phone’s internal gyros and not the car’s. There’s just ever slightly a bit of delay. Specifically, I was trying to select a playlist in Music. Have tried with the iDrive controller and touchscreen. It doesn’t seem to affect some of the other apps, such as Pandora.
Still stopped: could use iDrive controller to switch playlists, find a song, press down/Select to start playing; song would play. However, subsequent attempts to change tracks using iDrive did not work, even while stopped. Tried this with an album too; found an album, started playing it, all with iDrive...but then couldn't skip/change tracks using iDrive controller.

Just tried it (2019 F56, no sat/nav 6.5"); started up the MINI, plugged iPhone into USB; the playlist that was already loaded started playing. Using iDrive, with the e-brake on/not moving/stopped, still couldn't change tracks using the controller. Steering wheel back/forward and volume still worked normally.

Stationary or moving, the scroll wheel won't change songs like it did prior to iOS 13.1.2. I do sympathize because there has to be zillions of devices that Apple needs to try and not lose functionality with. I'm sure there is a standard type protocol or something, but it's complex I'm sure.

I couldn’t get my iPhone to pair when I got my JCW and the dealer had to do it (I missed some menu or something). Sounds like I may get stuck again. But, now at least I understand why random songs start playing when I get in the car, it has always done this since before iOS 13....

Haven't had any music issues with iOS 13, but on my 2015 F56 when I receive texts now they only show what number they are from on the screen, whereas prior to iOS 13 they showed the name if it was in my contacts. Phone calls still show the name. This was on my old iPhone 8 as well as my current iPhone 11 Pro. Very strange.

When I was at my dealership earlier this week picking up my mini from some service, I was told that there was a dealer installable software update for the cutting out issue (which I am also having). Naturally, they didn't install it while I was there :p. I don't have a version #, or anything else, though.
I'll be going back after thanksgiving weekend for some maintenance and to have that update installed.

For the most part it's been resolved. Not 100%, but probably 90%. I have to have my phone in the cup holder for 100% connection and no dropping issues. If I leave my phone in my pocket, there's a 30% chance CarPlay won't connect and/or there will be dropping. I have my iPhone in one of Apple's leather cases, if it matters (and it might).
