F55/F56 Mystery:what kind of screw is this?

Mystery:what kind of screw is this?
I was trying to switch something out, and was stymied by this screw. What is it, and how do I unscrew it? Sorry about the blurriness. The screw looks like a protruding Red Cross symbol. I went to the the automotive store and to Lowes, but they couldn't help me with this one.

Possibly it's not a screw? Looks like it just locates the part in a hole. Where is this, what is it doing?
