It’s . . . tricky.
i had to take the car back to the dealer, they played with it all day, finally figured it out.
i don’t fully understand the details, but you will have to delete your existing phone pairing, you must select Apple Car play from the list of choices shown when you pair the phone.
If it’s not one of the available choices I gathered from what the dealer said there was a separate screen they had to go to and make a selection to add Apple CarPlay on the list of possibilities available when pairing.
This shouldn’t be this difficult, but it is.

Got it fixed. When I purchased the car, the sales staff did not finish establishing my MINI assist account ( 4 year service ). After the account is open, It takes about an hour for the system to load up your account. I bought my car out of the dealer's inventory and it had a temporary account opened and I was able to use CarPlay the first week and then CarPlay disappeared. Anyway, it's fixed and all is good.

No, CarPlay isn't a subscription service for MINI. I think what dpcompt was trying to say—before they got snarky—is that CarPlay wasn't working because the dealer hadn't properly activated the MINI Connected account subscription for the owner.
