If you do have them there should be a button for them to the left hand side of your head light control ****. This is where it is on my MCS. See pic below. By design, you do have to manually turn them on any time you want to use them. (they are also very bright)

Yes, that is correct as I have them on mine - as MotorMayhem described above.

Yeah there is a blank non useable button there. I have the lights on the back of my MCS, unless they are just there for looks, and there is no way to use them lol. I will post a pic.
Unless you order them you just have red lenses no bulbs or switch !
Well that's kinda silly lol. Not that we need them here anyhow. I just figured since the lenses were there, that the actual lights would be too. Shame on me for assuming lol. I am coming from VW so I don't know all I need to know about MINI yet.
I guess its kinda cool that they put the lenses there rather than just blank plates, but it is still a bit odd since it implies there "are" lights there.

They might actually be real lights, complete with bulbs. That has happened before, for models in previous years.

The front & rear fog lights are a distinctive style point of these cars... so whether you get functioning ones or not, you get the 'look' of them. And... I think BMW loves to remind you of the stuff you didn't buy, at all times

Fog lights are not for "style points". They are to be used during times of low visibility. If you run your rear fog lights on all the time, (which is highly illegal in Europe for a reason) You will insanely annoy/blind the person behind you as they are much much brighter than the front fog lights. Rear fog's sole purpose is so others can SEE you through the fog and avoid rear ending you

He's talking about the fact that the housing is there whether you have the lights or not, it's part of the design of the car. He's not talking about driving with them on for style.
