Electrical looking for ignition wiring
You can find constant and "ignition" power at the fuse box.
But why would you need starter? There really is not a starter signal unless you go to the starter motor itself. If I remember correctly, the Car Access module sends the start signal to the car computer over the CAN bus when the proper security with the DME has been authenticated (the FOB serial code is authorized).
Horn would be easiest at the horn.
If you look at the WDS found here, more correct information can be determined. Also keep in mind there probably has been changes since 07.

The MINI and BMW will not start or run without the proper security authentication. So basically if they don't have one of your key FOBs in the slot, the car will not run (you won't even get "ignition" [they call it something different] power).
Now if it is a relay control to disable the start sequence, there could be a wire right at the start button you could bypass.
