Based on Bentley wire diagrams, all JBE fuses listed below are "hot all of the time" because they receive power directly from 125A fuse F60 in A406 fuse box in engine bay.

So both F3 and F38 passed the 30+ minute test. Appears to be all good. I have a kinda crazy idea. Could I use an inline fuse holder and crimp male blades on each side. I would stab one side into the 12V+ constant of F3 and then on the load side of the circuit serving the radio (removing the fuse)? This would eliminate the need to take everything apart in my dash. I need to figure out what fuse exactly provides power to my Android HU. I think F45. I wish we had access to proper wiring diagrams.
