Is there any way to determine potential whp from a series of modifications other than trial and error? When you see tuners or venders talk about a 200 hp package or a 225 do their results only come from putting them on the car and then reporting the results?

I ask becuase it seems to me that if the potential is known then much of the unrealistic expectations associated with modding a car would go away.
