I have read about this temporary overboost feature, how does it work/feel? I know the normal boost level is around 14psi. What is the overboost level? 16psi?
Standard boost is actually about 10.5 PSI, and overboost is about 15.5 PSI. The way to induce it is not to just slowly put your foot to the floor, but SMASH the pedal to the floor as quickly as possible. It's quite a marked difference in torque between the two boost levels; going from "ok we're moving" to "oh wow it's getting out of its own way now!".
You can determine if you want the dyno pull to be in overboost or not. Incidentally peak power will be pretty much the same in overboost or not, just the torque curve is different. Overboost is only enacted below 4500 RPM. In my experience, it stays active as long as you are "totally on it". During my HPDE, the car felt like it was in overboost the entire 20 minute sessions. I think MINI says the overboost lasts for 15 seconds at a time, which means 15 seconds per full-throttle stab. Naturally that'll never happen on the track as you're shifting gears and going through corners.
according to MINI, standard boost is 11.6psi and overboost is 13.6psi. going off my boost gauge, I've noticed standard boost as 12psi and overboost at up to 15psi.
Either MINI's disclosures aren't accurate or my R56 was a freak; I have the datalogs showing 10.5psi peak w/out overboost and up to 16.1psig in overboost when I installed my turbo-back exhaust! I wonder if the R56 has a sloppy boost controller or if exhausts, intakes, and "adaptive features" alter boost levels.
Does "overboost" happen when your first hit the accellerator OR when I'm driving down the road already moing and in 5th gear go into 4th and put the pedal all the way to the floor is that when I'll have overboost?
No, not overboost all the time, but someone (I think Candyman) has a how-to on rigging the ECU to have the Sport button constantly engaged so that you don't have to hit it every time you get in the car. Check the Electrical section.

maybe put the sport button where the throttle position sensor is
overboost turns off after 15 seconds like Ryphile said.
