Scoop "cone"

Does anybody knows who makes this scoop, it has some kind of cone, would it really improve the air flow? i found it on the mossmini cat.

you don't say where you're from, but up here in the snow belt I had a MAJOR problem with snow and ice which got ram injected from the cowl vent scops right through my alta filter into my intake:snow -> water-> stop car-> water freezes into cake of ice in intake-> start car later .............limp mode. (not to mention the possibility of water getting into the injectors and God forbid into your cylinders: hydroseal-> blown motor :impatient

I live in the bay area (sunny CA) so we don't get many heavy rainstorms that would be enough to flood the intake.....
I really think that it helps with the airflow since that area around the windshield is a pretty high pressure area
