Decal Residue
I'd try - in this order (clean one item off well b4 trying next)
WD-40 on a rag (don't scrub, if it is commin' off it won't take much work) {wd-40 is basically dry cleaning fluid}
Goo-gone on a rag (ditto)
3M adhesive remover which you should be able to find at Home Despots or WalMart

a cleaning wax like Mothers (cleaning wax was has a little rubbing compound in it) this one will take time but the very little bit of rubbing compound would eventually get the dye off
Clay Bar (follow instructions on the box)
if none of this works I'd look for someone with experience - any decent detailer should be able to get this off
I'd be moving to mild rubbing compunds next. Some of the pigment has bonded to the clear. You remove clear when you polish - seceret is to remove only 'that much'
tooth paste might do it, but you'll need to get the shine back on the paint after . . .
Once it is off you will need to re-wax this area of course.

3m or Tarminator work great.
I used only Tarminator and a plastic blade to do this whole van. Even after using it for months it blew me away. Very safe for paint too. And doesn't smell bad.

Advanced auto usually has it on the shelf.
