I'm not sure of clay bar could gef off that stuff - it looks VERY chunky. I'd start with a power washer (the kind you use to clean privacy fences and house siding, then move up to a putty knife to remove any stubborn hangers-on.

Steam Cleaner, various plastic tools for scraping, prying, and/or hooking. Should remove most, if not all, the adhesive they used.

Then you should be able to hit it with a 2000 grit wet sandpaper to remove any further residue.

Assuming there is paint underneath that mess, clay bar would be next. Or time for a new paint job.

It would be a challenge. Not one I would take on.
