I'm wondering if there is a place like the British Pantry, in Columbia area?
Looking for a nice cozy place for an afternoon tea, late afternoon snacks, casual lunch, etc. with some parking space.

Seriously, I know the area very well and the answer is no houses like your thinking
For casual lunch, gimme an idea of what your looking for, there are, literally, hundreds of resteraunts.... You got to be a bit more specific

TeaMap.com has a pretty exhaustive list of tea rooms in the area. I don't know if they're going to be the same type of thing as The British Pantry, but you could always call around and check.
Of course there's also the thing of just finding a low key place (that has a bar) to hang out too. I'm always a big fan of the hole-in-the-wall style restaurants as they usually have the best food.

Well, there is a place that's not quite a tea house, but is quiet and has wine, coffee and tea, along with some good eats..
Look for Iron Bridge Wine Company off 108 near Centennial Park.. I use to stop there after work to get away from the traffic..

I'm looking for a small and cozy place. Doesn't have to be English tea house. The reason I mention about the British Pantry because I like the atmosphere over there.
I saw a restaurant/bar on 108 near 108 and Centennial lane (don't know the name). I've never tried the place, but it seems to be very busy almost every night. Have you been there?

I find it hard to justify $5-10 for a glass of wine or a tall drink when I can buy my own bottles for less than twice as much... Though I suppose some locales may be worth it.

agreed, never went there every afternoon, but sometimes the wind down there was nice, the owner is friendly and you don't have to spend too much if you don't want to..
Otherwise.. that little french cafe in Fells Point is good, but too far for a quick afternoon drive on a workday.. but then again, motoring there is half the fun!

What's the Irish Bar and Rest. in Ellicott City off Rt. 40... Kelseys??? There always seems to be a lot of happy Irishman in there... Oh yeah, I'm Irish... You want to put something together, Gina and I will be there...

... and to think that I was only looking for a pint!

There is a quiet little tea and sandwich shop in Ellicott City, MD. It's across the river from the old B&O station (sort of behind it) and down the street from the shops area. We went right past it on the Roads and Rails rally (if you were part of that run). I'd point to a link but the route sheet seems to not be on here any more.
Check out downtown Ellicott City. There are lots of nice little coffee shops there. Now I haven't been there in a little bit, but there used to be a couple of low key places that had some live music on the weekends. There was a nice coffee house that had poetry readings etc too. And if there aren't there anymore, that's too bad, but I am sure you can enjoy the 'city' There is also a really nice brew house there (Ellicott city Brewery or something like that) It is a good restaruant and they are a Microbrewery with GOOOOD brews. And non smoking too (there is a smoking bar downstairs)
Ellicott City Brew pub is nice and the beer is good, my wife and I really like the Phoenix Emporium too, has a good "Pub" feel to it, more so than Ellicott Brew but they do not have your Guiness on tap, in fact just bottled brews. The food is a little less expensive and more basic - like Pub ought to be ! Fish and chips quite good too.
How about Ram's Head Savage ? I lived about two miles from the place and found it cozy, Newcastle, Guiness and their own "Fordham" on tap - really like the copperhead, best American Brit copy I've found that I like. My wife loves their veggie burrito. Their fish and chips sucks ! No Brit would find himself with a face full of that !
Frankly, I was boared at Sonoma's, no girlies when I was there, my buddy lives right down the street, though our gang had a good time there, more from the company than the atmosphere.
What's the take on the Union Jack in Bethesda ?
