LED headlights are far and away the best thing on the newer MINIs. I can't imagine driving at night with old style lights. Even the HID of my Countryman are no match.
Fog lights are mostly not needed with the LED headlights for me.
I have OEM factory lighting, don't know how the after market ones compare.

Get the BimmerCode App via iPhone, Android or tablet and the program is free. I have it on my iPhone and the wife iPad. It cost <$30 for the activation code to have full access. (Before paying the activating price, play with it in Demo mode to get accustom to it first before activating. It help me understand.)
To make this work, you need to get a OBD2 adapter in Wifi. I bought: which was the $21 plus shipping. You plug this in, press the start button and tell your phone to switch it's wifi to it. Max range for it is roughly 5 or 6 feet. So be close.
1st thing I did after that was change my daytime driving light and parking lights in front before spending the bulk of money. Make sure you set the settings from bulb to led, and turn off the "warm and cold" warning monitoring settings. No dash warning bulbs were out after this action.
After this, I did the headlights. Same settings as prior lights.
I can't find the website I bought my H7's thru, (I looked at so may sites then) but they are sold everywhere. Usually around $100 per set maximum.
It's not that hard to do.
PS: As to your fog light question, not sure who your asking, I do not have fogs ... yet.
