Why dont they make a wheel that has its spokes angled like fanblades? Have it suck the air from underneath the car, help cool down the brakes, ect.

Each spoke is shaped like a blade that is more aerodynamic and lighter than a standard round (cross sectional) spoke. The net result is the wheel cuts through the air better than a standard wheel.
I used Roval wheels with bladed spokes back in 1992 when I did time trials and triathlons.

the brake rotor and air cool it while it spins. (ok, im sort of making this
up).
